flour treated with chlorine gas to make special cake flour. Chlorinating flour increases the ability of the starch to hold liquids, allowing high ratios of eggs, sugar and milk, making a light, fine textured, moist cake with a very soft crumb and good keeping qualities. Also called high ratio (or hi-ratio) flour. The amount of chlorine treatment or chlorination determines what products the flour will be suitable for.
